Um die vorliegende Fragestellung zu beantworten, werden vor allem die theoretischen Grundlagen der Weltrisikogesellschaft betrachtet, die von Ulrich Beck und anderen Sozial- und Politikwissenschaftlern ausgearbeitet wurden. Aufgrund dieser theoretischen Grundlagen werden die Kernelementen und Kerninstitutionen bestimmt, die für die Weltrisikogesellschaft typisch sind, ihre allgemeinen Kriterien bilden und gleichzeitig empirisch überprüfbar sind.
